Charlene Carter-James

As co-founder of ARC HOUSE and Partnerships & Development Manager at Culture Central, Charlene leads on region-wide equity and workforce initiatives, including the Charter for Equity and the Inclusive Network, which supports traditionally excluded cultural workers in accessing jobs, skills, and leadership opportunities. She also shapes Film and TV workforce strategies through Create Central’s BFI Skills Accelerator.

Her previous work includes leading nationally recognised projects such as the Levi’s Music Project, the History of Grime Project, and All Roads Lead to Alexander for the B2022 Commonwealth Games Festival. Her approach centres community mobilisation, artist development, and policy influence.

Charlene serves on several community and culture steering groups and holds board positions at Home-Start UK (Birmingham North and Innercity) and The Legacy Centre of Excellence.
